The AARTO Act and Amendment Bill change the way fines resulting from traffic infringements are handled.

WHAT IS AARTO?

The Administrative Adjudication of Road Traffic Offences (AARTO), is a set of laws and regulations tabled by the South African Road Traffic Infringement Agency aimed at improving road safety by implementing stringent protocols which stand to hold all motorists accountable for traffic violations.

NEW “DELIVERY SYSTEM” OF FINES

The delivery process of fines and notices are also set to change under the amendment. Swanepoel confirmed that while the new delivery process, which will allow authorities to issue warnings and documents via email, WhatsApp and SMS, stands to streamline the process, it comes with its own challenges.

THE DEMERIT POINT SYSTEM

The primary purpose of such point systems is to identify, deter, and penalize repeat traffic offenders, while streamlining the legal process.
